The Works Division within the Department of Public Works provides integrated capital works, building asset management planning, maintenance and operational services, built asset policy development and research, and accommodation and related services to the Government and client agencies.
Max was appointed to the role of Deputy Director-General (Works) in February 2005. Under Max’s leadership, the Works Division successfully provides integrated capital works, building asset management planning, maintenance and operational services to the Government and client agencies.

Strategic Projects manages the initiation stages of major State projects where a number of Agencies are key stakeholders. It also assumes an advisory and facilitator role for many individual building and property projects that provide public facilities and infrastructure.
The Building Policy Unit develops whole-of-Government building procurement and building asset management policy and supporting guidelines to meet government requirements; provides building related advice to government and agencies; promotes an enhanced client-supplier relationship between Government and industry; and promotes a competitive, efficient, innovative and safe building industry supplier base responsive to the requirements of government.
It administers the whole of government prequalification system (PQC) for building contractors and consultants. It is also responsible for the Department’s two key building policies, the Capital Works Management Framework (CWMF) and the Maintenance Management Framework (MMF).
Technical Services in the Works Division has been created to ensure the Queensland Government is able to take the lead in promoting management excellence in relation to the built environment. It develops whole-of-Government policy, based on practical research, on issues relating to management of the built environment with a strong focus on environmental impacts.
The Nation Building-Economic Stimulus Plan, Programme Management office within the Works Division has been created to manage, facilitate and report on Nation Building program delivery activities across the Department of Public Works, Department of Education and Training, Department of Communities and the Department of Transport and Main Roads.
