Capital Works Management Framework

What is it?

The Capital Works Management Framework (CWMF) is the whole-of-Government policy for managing risks in the planning and delivery of government building projects. The CWMF comprises the policy document, a number of guidelines and policy advice notes, and the Online Toolbox.

The capital works management process, as described in the CWMF policy document, is a generic process that adopts a strategic asset management approach for the initiation, development and implementation of building projects.

Why have it?

To meet the needs of the community in a range of areas such as health, education and justice, the State has committed over $3.5 billion (2008-09) to new building assets, with actual expediture trending upwards over the last few years. The CWMF was developed to facilitate consistency in the way government departments engage with industry, and to effectively manage the risks associated with the planning and delivery of government building projects. It supports the State Procurement Policy and the Project Assurance Framework in seeking to achieve value for money on government building projects.

Project Review - provides guidance for undertaking the project review phase, which involves a building performance review and a process review.

 

 

Policy Advice Notes (includes previously released Practice Notes)
Policy Advice Notes clarify the intent of particular aspects of policy relevant to the procurement of government building projects. Some of the Notes were previously released as Practice Notes and these are identified on the list following with the words Practice Note in brackets after the title.

The Policy Advice Notes include:

News Briefs provide information on current or emergent issues related to the planning, procurement, management-in-use and disposal of government buildings. As they are often used to raise awareness of new initiatives relating to policy or legislation, news briefs are generally removed from this website after the new initiatives have become accepted practice.
