Strategic Asset Management Guidelines
The Strategic Asset Management (SAM) guidelines have been developed for use by Queensland Government departments. These guidelines were introduced in the period 1996-1998 and have been re-formatted to meet the current web publishing requirements.
The SAM guidelines should be read in conjunction with a number of whole-of-Government policy documents, including the:
- Capital Works Management Framework (CWMF)
- Maintenance Management Framework (MMF)
- State Procurement Policy
- Project Assurance Framework
- Value for Money Framework.
Strategic asset management underpins all activities related to managing building assets for optimal outcomes. The SAM guidelines provide a best practice framework for implementing strategic asset management. They document the responsibilities of public sector asset owners, users and managers, and provide information and direction on all aspects of non-current physical assets throughout their life-cycle.
