Queensland building industry & Prequalification (PQC) Information

The Department of Public Works provides a link between government agencies, building industry consultants and contractors, on matters that impact on building procurement and capital works management. As a result, one of the Department’s major goals is to develop policies and strategies that will continuously improve both the client-supplier relationship and the development of the government supplier base.

The Department develops and supports initiatives such as the Prequalification (PQC) System for building industry contractors and consultants, the Online Project Search facility, the Queensland Government Building Projects (Industry Guide) and the CRC for Construction Innovation, which all aim to promote an efficient, innovative and competitive building industry in Queensland.

Queensland Government Capital Works Building Projects

The Department of Public Works gathers and disseminates information on the Government's annual capital works building program.

The Queensland Government maintains a close working relationship with the wider building industry as it plays a major role in delivering the Queensland Government's annual capital works building program.

This building program supports the continued economic growth and prosperity of Queensland. The benefits include enhanced regional development, employment and increased training opportunities.

With the assistance of relevant government departments, the Department of Public Works regularly provides and updates information to industry on the Government's building capital works program to allow building industry service providers to prepare in advance to take advantage of any opportunities to participate in the program.

Online Project Search

The Department of Public Works is committed to keeping the building industry up to date with the latest information about current and future capital works building projects and relevant programs. This is achieved through the regular updating of the Online Project Search facility.

Primarily, this information is provided via the regularly updated Online Project Search and the annual release of the Industry Guide (refer links below). In addition to this, the Department of Public Works assists in the compilation of the National Capital Works Building & Construction Programs - Snapshot published by the Australian Procurement and Construction Council.

The Online Project Search facility is currently under development with the release of the Industry Guide for 2008-09. Please refer to the Industry Guide or contact the PQC Registrar on the number provided.

Consultants and Contractors will need to be appropriately registered on the whole-of-Government Prequalification (PQC) System to be eligible for invitation or selection on government building projects.

2008–09 Industry Guide

Since 1999, the Department of Public Works has published the Queensland Government Building Projects - Industry Guide which details the budgeted government capital works building programs / projects for the forthcoming financial year.

The Industry Guide provides building industry participants with relevant details on each of the programs / projects. The details include their location, value and responsible government entity.

Consultants and Contractors will need to be appropriately registered on the whole-of-Government Prequalification (PQC) System to be eligible for invitation or selection on government building projects.

Prequalification (PQC) System

The Prequalification (PQC) System supports the Capital Works Management Framework (CWMF) and Maintenance Management Framework (MMF) by providing a comprehensive central register of prequalified building industry contractors and consultants. The PQC System provides clear and consistent performance requirements and guidelines for the selection of all building industry service providers for government building projects. More information is available on the Frameworks under 'Building Policy' on this website.

Prequalification applies to all building industry consultants directly commissioned on government building projects where the commission fee exceeds $30,000 and or the services risk rating is 3 or 4 and to all building industry contractors seeking to undertake government building projects valued at more than $250,000.

The PQC System is also available to be used to select key trade or specialist subcontractors for trade packages estimated to exceed $250,000, pending suitable arrangements with the head contractor.

A building industry contractor or consultant is defined as an organisation or individual contracted directly to Queensland Government departments to provide services in relation to government building projects. Contractors and consultants wishing to apply for registration on the PQC System should click on the links for 'Contractors' or 'Consultants' and follow the information on applying.

The PQC Certificate of Registration, its accompanying current Schedule to Registration of Prequalification, and any registration status accorded to any Registrant shall not be regarded, taken or held out as any warranty or undertaking as to the performance of any Registrant on any construction project nor as any basis for liability by the State to make payments to the Registrant or any of its suppliers or subcontractors.

The State gives no warranty or undertaking of any nature to any party or person by reason of registration or the issue of the Certificate of Registration as to a Registrant's competency, ability or fitness to undertake construction work or related consultancies of any nature whatsoever. The State does not accept any liability for any loss of any nature whatsoever occasioned by any party or person acting or refraining from acting in reliance upon any statement, advice or information contained in the PQC Certificate of Registration or any way connected or associated with registration.

Building Industry Policy

This section provides information on whole-of-Government policies, other than the Capital Works Management Framework and Maintenance Management Framework, that are relevant to the planning and delivery of government building projects. The information covers the Queensland Code of Practice, Indegenous Employment Policy, the 10% Training Policy and the art + place policy framework.
