Technical Services within the Works Division has been created to ensure the Queensland Government is able to take the lead in promoting management excellence in relation to the built environment. It develops whole-of-Government policy, based on practical research, on issues relating to management of the built environment with a strong focus on environmental impacts.

Services provided by Technical Services:
- applied research, analysis, reporting and advice to other areas within the Department, government and industry in current and emerging issues surrounding the built environment, which will enhance the Department’s position as a leader in building procurement and management.
- preparation of policy documents and implementation of new policy initiatives, and prepare literature and training materials for departmental and whole of
- government application. Current areas of focus including policy in relation to energy management and water conservation in Government buildings, strategic asset management and other built environment related areas. This includes management and maintenance of the Built Environment Materials Information Register (BEMIR) database and the further development of additional modules including central registers for energy and water.
- project management of special government funded programs. Technical Services oversees, coordinates and provides guidance to QBuild and Project Services in the delivery of specialist programs while ensuring the appropriate use of the funding. Technical Services' current emphasis is on delivery of programs in important environmental areas including water and energy conservation in Government buildings, and asbestos management.
Disaster Preparedness Group
- Guides and coordinates the department’s emergency/disaster and continuity-of-operations preparedness, response and recovery activities to all types of hazard events that may impact on Queensland communities and government infrastructure. The Group also manages the Department’s responsibilities in supporting disaster management within the State at whole-of-Government policy levels in areas of disaster governance, research, mitigation, preparedness, response and recovery
